Carney called the U.S. terms "unfair, uneconomic," and said they "called into question the reliability of any deal." **Ottawa confirms dollar-for-dollar retaliation starting Sept. 8.** Canada's countermeasures — targeting steel, dairy, appliances, agricultural equipment, pulp and paper, and electronics — take effect the Tuesday after Labour Day. Carney: "Canada will match those tariffs dollar for dollar to protect our workers and businesses."
